I'm sorry, but I don't find that report to be credible.
Here's what NOAA has to say:
"Nine of the 10 hottest Junes have occurred since 2010. Last month also was the 43rd consecutive June and 414th consecutive month with above-average global temperatures."
While it's true that Earth's orbit is eccentric, it always is. In fact, in the Northern hemisphere, it's winter when we're closest to the Sun because the Earth's axis is also tilted by about 23o . That tilt causes the Northern hemisphere to be tilted away from the Sun. So even though the planet is closer to the Sun, it's colder due to the angle of the Sun's rays.
The eccentric orbit is one year transit and affects weather, not climate.
Solar Max and Solar Minimum also have an effect, but we are currently in a Solar Minimum part of the cycle.
It's about an 11 year cycle.
The Earth also experiences climate cycles, like the Ice Age etc., but fossil fuel emissions are putting the natural climate cycle in overdrive.
The appointees of this administration have been systematically removing climate science from their government websites. The guy that was appointed to head up NASA is a politician. A republican.
Republicans have been denying climate change due to their fossil fuel industry backers. Their denial is contradictory to the vast majority of climate scientists all over the world.
