I do think strict and enforceable regulations and laws need to be established before we send humans to other planets and moons. It's just the right thing to do.
Nevertheless, I also think the contamination of these worlds is inevitable.
At least with laws in place we can minimize and mitigate the damage - for awhile.
Even if we believe, as I do, that damage is very likely, researchers need to know in the beginning what is native to these worlds. They can't do that if we throw caution to the wind and arrive crawling in organisms. We have to know the truth about lifeforms because that will shape our views of the universe and determine future projects. Not to mention the ethical questions regarding changing the evolution of these places.
