If it is, it will be until it isn't.
The war on crime is pretty much the same as any other tech race.
Someone creates a better mousetrap, and eventually, a mouse finds it's way around it.
Still, we have to keep coming up with new security technologies to protect ourselves as best we can.
To get companies and other institutions to adopt new technologies will require them feeling the pain of a breach in security as much as the people that have entrusted them with their data.
If not, security will continue to be as ineffective as it currently is.
The greedy don't like investing in anything that doesn't directly turn a profit, so their wealth has to be threatened before they invest. Bad PR from a breach can do that, but I think they should get hit with substantial fines as well.
