I'm pretty much in agreement with the opinions in the first part of the piece.
In my opinion, AI, for the most part, should be relegated to research and other such tasks, as opposed to making decisions for us. Autonomous vehicles are about as far as their decision making powers should go.
AI would be a lot like a person that has little experience and always goes by the book.
We know from experience that the book options aren't always the best options. Sometimes with catastrophic consequences.
We have to use our experiences to improvise.
With machines, we need to maintain a separation of labor and management. Machines are labor. Humans are management. If machines become self aware, their labor would become slave labor, and that's another whole can of worms.
International and enforceable, regulation, regulation, regulation.
Putin's already got big ideas.
To him, AI is like superior air power was to Hitler.
A tool to rule the World.
