I look at it this way... there are many more followers than there are leaders, and because those that desire power over others seek leadership positions, there are more leaders that shouldn't be leaders than should. So, there are a lot of opportunities and logical reasons to say no.
As for users, whether I know they're a user from the start or not, I usually give them the same courtesy of 2 or 3 requests (depending on what those requests are , of course) before I start in with the nos.

If you let yourself become someone's path of least resistance, you're not doing them any favors.
You're encouraging antisocial and self destructive behavior. There are more productive ways to spend your time than doing for those that don't really need your help. That time could be spent doing for those that do need your help.
In a tightly packed society such as ours, it's important to know when you should say no, and when you should say yes, and to accept the fact that you're not always going to be right regarding your assessments.
